Governance Overview

Local Enterprise Partnerships are voluntary partnerships between local authorities and businesses to help determine local economic priorities and lead economic growth within their local area. As Enterprise M3 is not a corporate body, it enters into agreements and holds funds via an accountable local authority which acts on itsbehalf. The accountable local authority for Enterprise M3 LEP is Hampshire County Council.

Enterprise M3 operates within an Assurance Framework which sets out its governance arrangements, policies and protocols, and the relationship with the accountable local authority including management of funding. This can be downloaded from the list on the right hand side of this page, along with accounts and annual reports from previous years which show how we have received and allocated funding.

In order to ensure that Enterprise M3, and the Local Growth Fund for which it is responsible, is governed in an appropriate and transparent manner, the LEP regularly reviews its governance arrangements. 

The Enterprise M3 Board has agreed a high level governance for Enterprise M3 LEP which includes the following groups:

  • Enterprise M3 Board
  • Enterprise M3 Leaders Board
  • Programme Management Group 
  • Resources, Finance and Audit Committee 
  • Nominations Committee 
  • European Management Group
  • Enterprise Zone Programme Steering Group
  • Action Groups

The Financial Statements for the year 2016/17 ended on 31st March 2017, and will be audited as part of Hampshire County Council external audit. Once this process is complete, end of year accounts will be available to download from this page.
