Leader of Winchester City Council

Martin has been Leader of Winchester City Council since May 2022.  Prior to that, he was the City Council Cabinet Member responsible for Economic Recovery.  He was originally elected as a Winchester City Councillor in 2012 and then as a Hampshire County Councillor in 2013.

As a Councillor, he has had a particular focus on climate change and the influence of ‘place’ on health and, the economy and our environment.

Outside his work as a Councillor, he started his career in consumer goods marketing with Procter & Gamble, before moving onto Vodafone. In 2010, he moved into the voluntary sector to work for Shelter – the housing and homelessness charity. He has been Chief Executive of the Men’s Health Forum, a GB-wide men’s health charity since 2013.

From 1 April 2024, the responsibility for LEP functions across the Enterprise M3 LEP region has transferred to Hampshire County Council and Surrey County Council.

The Enterprise M3 Board met for the last time in March 2024 and Enterprise M3 LEP is no longer operating as an organisation.

Please note that Enterprise M3 LEP staff have transferred to Hampshire County Council to continue to deliver services and activities in Hampshire, including the Growth Hub, the Careers Hub, work on key business sectors, and trade and investment.
